The X Factor judge applied for planning permission to construct a state-of-the-art workout facility under the grounds of her sprawling estate in Surrey.
In the application, Cole claimed that the project needed to built underground as photographers would be able to take snaps of her working out and swimming from helicopters.
The beauty also added that she and football star husband Ashley are unable to use public gyms due to the attention their presence garners.
But Surrey councillors have dismissed the bid, insisting the proposed £25,000 extension would be "unacceptable".
Planning officer Tara Taylor says, "The proposed swimming pool level would result in a disproportionate addition to the house, and would be unacceptable."
