MPs will not be able to vote to on reforms to the expenses system, it has been confirmed.
There had been confusion around Westminster last night, after Downing Street officials wavered on exactly how MPs would be able to debate the proposals but not vote on them.
Harriet Harman confirmed today she would make an oral statement next Wednesday on the long-awaited Kelly report, part of which was leaked earlier this week.
She told MPs today there would then be an opportunity for them to "have their say" but no vote.
The reforms will be implemented by the Independent Parliamentary Standards Authority (Ipsa).
