International Rugby Board-appointed judicial officer Jeff Blackett handed down the sentence during a hearing at Heathrow airport, New Zealand's official website (www.allblacks.com) said.
Carter moved to within one point of Andrew Mehrtens as his country's leading points scorer in Saturday's win.
Winger Sitiveni Sivivatu and prop Tony Woodcock, who were banned from the Wales game after citings in the win over Australia in Tokyo, are now available for selection.
