The Czech Constitutional Court threw out a challenge to the treaty, ruling that it is in line with the country's constitution.
The ruling means President Vaclav Klaus can sign the document.
His signature is the last formal step needed to finish the pact's approval in the Czech Republic, the only EU member state that has not yet ratified it.
The treaty, aimed at boosting Europe's role in global foreign affairs, must be ratified in all 27 countries of the union to become valid.
