The youth of yesterday: Victorian mugshots show criminals as young as 11

Mugshots of children as young as 11 convicted for crimes ranging from theft to breaking and entering have been released for the first time since they were taken in the 1870s. The images have been unveiled by Tyne and Wear Archives & Museum.
