Russia says will stand firm with China on Syria

MOSCOW (Reuters) - Russia will offer Washington no explanation for arms deliveries to Syria and together with China will prevent the U.N. Security Council from approving any military intervention in the conflict-torn nation, its foreign minister said Wednesday.

Using his annual news conference to draw lines in the sand on Syria, Foreign Minister Sergei Lavrov said veto-holding Security Council members Russia and China would stand firm against foreign intervention.

"We will insist - and we have an understanding with our Chinese colleagues that this is our common position - that these fundamental points be retained in any decision that may be taken by the U.N. Security Council," Lavrov said.

"If somebody intends to use force ... it will be on their conscience. They will not receive any authority from the Security Council," said Lavrov, who also emphasised that Russia and China oppose any sanctions against Syria.

Russia has been the most vocal supporter of Syrian President Bashar al-Assad during a 10-month government crackdown that the United Nations says has killed more than 5,000 civilians, refusing to join calls for him to step down.

Russia joined China in October to veto a Western-backed resolution against Assad's government, saying the domestic opposition shared blame for the violence and that it would have opened the door for military action like NATO's Libya operation.

Russia submitted its own draft resolution last month and proposed a new version this week, but Lavrov indicated the council was deeply divided over the issue of where blame lies for the bloodshed and the possibility of military intervention.

He said Western members of the Security Council "are categorically determined to exclude from the resolution the phrase that (says) nothing in it can be interpreted as allowing the use of force."

    "DANGEROUS CARGO"

The United States, France and Britain, along with Russia and China, are permanent Security Council members with the power to block any resolution from passage.

Moscow has close ties with Syria, a leading client for arms sales, and its naval maintenance facility in the port of Tartus is a rare outpost for Russia's shrunken post-Soviet military.

A Russian-operated ship carrying what a Cypriot official said was bullets arrived in Tartus last week from St. Petersburg after being held up in Cyprus.

The United States said it had raised concerns about the ship with Russia, but Lavrov said there was no need for an explanation.

"We don't consider it necessary to explain ourselves or justify ourselves, because we are not violating any international agreements or any (U.N.) Security Council resolutions," Lavrov told an annual news conference.

The U.S. envoy to the United Nations, Susan Rice, said on Tuesday that the United States "would have very grave concern about arms flows into Syria from any source" and that it was unfortunate there was no U.N. arms embargo on Syria.

Russia says such an embargo would cut off supplies to the government while enabling armed opponents to receive weapons illegally. Lavrov repeated Wednesday that Russia and China oppose any sanctions on Syria.

"The red line is quite clear: we will not support any sanctions, because unilateral sanctions have been imposed without any consultation with Russia or China," he said.

Syria accounted for 7 percent of Russia's total of $10 billion in arms deliveries abroad in 2010, according to the Russian defence think tank CAST.

An unnamed military source was quoted as saying in December that Russia had delivered anti-ship Yakhont missiles to Syria.

If Russia and China are the only thing stopping Britain from further bankrupting itself by getting involved in more #$%$ that Arabs should be dealing with. Then thanks Russia and China.

What Russia is saying is simple. They will not permit anyone to use a UN resolution as an excuse to support one faction in a conflict and in the process oust the leader of another country and support one who will always say "yes sir". Foreign governments do not meddle in our internal affairs why should we in theirs. If we are really for peace we should enforce cease fire on both the government and rebels something we did not do in Libya because our intentions were clear. They made a mistake about Libya, they will not do it again. This shouldn't be hard to figure out. "And we are being made to believe they just hate our way of life" u must be thick 2 believe that #$%$ LEAVE THEM ALONE if u want to help, do it the right way because u knw how...

Isn't it amazing how the west is only concerned with the mistreatment of civilians when there is oil in the countries it is happening in? America and Britain weren't so keen to attack Zimbabwe a few years ago when he was mistreating civilians.

David Cameron has accused Argentina of "colonialism" over the country's claim to the Falkland Islands.

Argentina's government has been ramping up its rhetoric over the territories in recent months as the 30th anniversary of the 1982 Falklands War approaches.

But, speaking at Prime Minister's Questions in the Commons, Mr Cameron vowed to protect the islands' population and allow them to decide their own future

can us scots decide our own future with out mr cameron double standards me thinks he is good at telling other nations what not to do

Russia and China will both become best friends with the Syrian rebels when they kick out Assad this year. Both Russia and China said exactly the same thing about Gadaffi's regime in Libya, but since he was removed both of them have become best friends with the new Libyian leadership cutting energy, trade and weapon deals.

I think it is about time the 5 powers with veto had their powers cut. The old set up is out of date and not matched to this world.

Thank you Russia and China. It's about time some one talked sense. I hope both countries will stand their ground. Don't let our corroupt Politicians start yet another War we can neither win nor afford. If the West is serious about human rights and protecting people from being killed by their own and other governements then they should have the guts to start with Israel who has been massacerring Palestinian people for over three decades. We were very quick to arm the Libyan "Rebels" and it would seem now the Syrian "rebels". Perhaps we could show the same enthusiasm and arm the Pallestinian "Rebels". Enforce a No Fly Zone so Israely war planes can't bomb Pallestinian civillians. And the then let the Pallestinian fighters take on Israel on a level playing field. Pallestinians have suffered more than any other people in the Arab world. Isn't it time we stopped sucking on Israeli D&%k and do some good for a change.

At last, its about time the Russians and Chinese started tell the war-hungry Yanks to F*** Off. The Americans have been throwing their weight around the world for far too long. The Yanks want to monopolise all the world resources for themselves, The US Imperialism fuelled by nutty Christian Fundamentalism which believes in the fairy tale that Jesus Christ will protect Americans from the effects of nuclear war (hence the Yanks aren't afraid using weapons of mass destruction) is plunging us all into the Third World War. I hope the Russians and Chinese will also warn that they will defend Iran should America and Israel, and NATO poodles attempt military hostilities.

The Neo Con agenda for the last 20 years has been to attack the middle east then Syria, Iran China and Russia. The reason The New World Order, there not in it. The CIA have been in Syria for the past 7 years stirring up the pot and form a dissident group

This is one areas where the UN will not bow down to US pressure. David Cameron will not be able to smugly claim that he has rid the world of another tyrant. Russia has been the dominant influence in Syria for decades and has propped the country up for years.

Russia and Syria are sovereign nations and have every right to trade between themselves. If US wants violence to stop CIA should stop funding and training Muslim terrorists. But no, NATO, does not want violence to stop. NATO wants war. Russia must stand firm on this one. NATO maniacs will not stop and Russia will be next if it betrays Syria and Iran in the way it betrayed Libya.

The US has no problem with arms flowing into Syria from Turkey for example, as they are coming from NATO and US military, intended to destablilise Syria. Utter Hypocrisy on the part of the USA. Good work by Russia and China.
