Angela Merkel and Emmanuel Macron are set to meet to bolster their alliance and promote European unity as the fallout from the Brexit deal continues.

The German Chancellor and the French President are understood to have made a breakthrough on a new budget for the eurozone ahead of the meeting in Berlin, where Mr Macron will address the Parliament.

The Franco-German budget proposals, which will be presented to European finance ministers on Monday, are the latest in a series of joint actions and come just days after Mrs Merkel backed Mr Macron's calls for the creation of an EU army to compliment Nato.

But as the leaders go out of their way to demonstrate their unity and common purpose, the EU is said to be reluctant to consider any major renegotiation of the text of the UK’s withdrawal agreement that is causing chaos in Westminster.

It is understood heads of state and government of the remaining 27 member states will press on with an emergency Brussels summit  to back the Brexit deal set for November 25  even if Theresa May is toppled as Prime Minister.

“Mrs May will be invited,” a diplomat told The Telegraph, “But even if something explosive happens and she can’t come, the November summit will go ahead regardless.”

At a meeting on Friday, EU-27 ambassadors discussed how fragile the political situation was in London and resolved to do their best to not “rock the boat”, one diplomat said.

The summit is the moment for the EU to endorse the deal its negotiators struck with Britain and so holding it without Britain makes little technical difference to the Brexit process.

But convening a European Council without a British Prime Minister would send the message that Brexit and the Article 50 does not stop, even if Mrs May’s career as leader of the country has.

“It is meant to be a signal to London that Brussels is moving forward with the ratification,” one EU diplomat said.

The emergency summit will kickstart national ratification process in some EU countries as well as in Westminster, setting in train a process that will culminate with a vote in the European Parliament in February and finally Brexit Day on 29 March 2019.

The news comes as Mr Macron is expected to warn against the dangers of nationalism as he addresses the Bundestag on Sunday. 

Mr Macron and Mrs Merkel are displaying "the will to speak with one voice", said Helene Miard-Delacroix, a Germany expert at the Paris-Sorbonne University.

"They share a common interest in bolstering one another. Alone President Macron cannot rally the Europeans, and neither can the politically-weakened chancellor act alone", she said.

Germany's parliamentary speaker, Wolfgang Schaeuble, said on a visit Wednesday to Paris that boosting Franco-German cooperation would help "give new inspiration to Europe".

The two countries have agreed to set up a new joint parliamentary assembly, consisting of about 50 MPs from each side, which would meet at least twice a year.

On Monday French Finance Minister Bruno Le Maire and Germany's minister, Olaf Scholz, will "jointly present a proposition... about the layout for a budget for the eurozone", according to a French finance ministry source.

The common single-currency budget was one of  Mr Macron's key ideas for protecting the euro, but it caused differences between France and Germany, the region's two largest economies.

"It's a major step forward," the source said. "We will look forward to sharing with other members."

The source said the amount of the budget has not been established as the proposal was to first set out the "architecture and main principles" of the budget.

According to a copy of the French-German proposal, the budget would be part of the EU budget structure and governed by the 19 euro members.

They will steer clear of more controversial plans for using the proposed budget to help euro zone countries in economic downturns as they seek to overcome opposition to their ideas from other members of the single currency bloc.

More difficult talks are likely to follow at a later time over whether and how to use the budget for some kind of economic stabilization role, the Finance Ministry source said.
