Boats Rocked by Heavy Winds as Hurricane Dorian Hits St Thomas

Tropical Storm Dorian strengthened to a hurricane on the afternoon of August 28 as it threatened the US Virgin Islands and Puerto Rico.

Dorian became a hurricane near the island of St Thomas, the National Hurricane Center said.

This footage was shared by Shaun Kadison, who said she filmed it in Elephant Bay on the south side of St Thomas between 2 and 2.30 pm on Wednesday. Kadison, who works at the Center for Marine and Environmental Studies at the University of the Virgin Islands, told Storyful the boat she was in was on its mooring as this footage was filmed, and she was caught off guard by the strength of the winds.
