Boris Johnson has announced £3bn in extra funding for the NHS ahead of a potential second wave of coronavirus. The PM also said councils will be handed new local lockdown powers, and revealed employers will be given discretion to ask their employees to return to workplaces from 1 August.

In response, Labour leader Sir Keir Starmer criticised Mr Johnson for failing to announce further funding for social care as part of preparations for the winter.

It came after security minister James Brokenshire said there was “no evidence” Russia had succeeded in stealing information from British scientists working on a Covid-19 vaccine in a series of cyber-attacks. He refused to say whether the attacks had been halted.
