Hazard missed Chelsea's last game - a 2-1 win away to Stoke City - after suffering a calf injury in training which also resulted in the winger being ruled out of Belgium's recent international matches.
But the 26-year-old is fit and ready to play against Palace while goalkeeper Thibaut Courtois also makes Conte's starting XI despite having to sit out Belgium's friendly in Russia on Tuesday with a hip problem.
Diego Costa suffered a scare during the international break after limping out of Spain training with an apparent foot and ankle injury. But after undergoing a series of tests, Chelsea's leading goalscorer was given the all-clear and he starts at Stamford Bridge today.
However, Victor Moses has been sidelined with injury, which paves the way for Pedro to play in his place in the right wing-back role as Cesc Fabregas also starts on the right flank.
Meanwhile, Sam Allardyce is without defender Patrick van Aanholt because of an ankle issue. Fraizer Campbell (hamstring) and James McArthur (back) also do not make the team.
Striker Loic Remy is ineligible to face his parent club while Mathieu Flamini has a muscle injury and misses out.
