Cornwall planning: Bid to demolish 18th century manor house for new homes
A plan to demolish an 18th century manor house in the heart of a Cornish town and replace it with housing is among the latest planning applications submitted to Cornwall Council.
Every week more than 100 applications are validated by Cornwall Council and we have selected some of the more interesting proposals. All planning applications submitted to the council have to be validated and are available for inspection by the public. Anyone is also allowed to submit comments about the applications - whether in support or objection.
The majority of applications are decided by planning officers at the council under delegated powers. However, some applications will go before elected councillors who sit on planning committees. No dates have been set for when the planning applications below will be determined. They can be viewed by going to the planning portal on Cornwall Council’s website.

Demolish 18th century manor house to make way for new houses
Pre-application advice is being sought to demolish a dilapidated 18th century manor house building. The applicants want to replace it with five new houses.
Polvellan Manor at The Millpool, West Looe, which overlooks the town's Millpool car park, was originally developed in the 1780s at the confluence of the East and West Looe Rivers and is constructed on a level terrace cut into the rising ground.

Originally a family residence, the property has had several uses since the early 1900s including a maternity hospital in the Second World War, a hotel and a school. The most recent use was as a care home which is understood to have ended in 1995. Since then the building has been unoccupied and lies in an abandoned, derelict state.
There was a previous attempt to redevelop the site in 2021 which included the conversion of the building to six apartments and the building of 19 new build apartments within the extended grounds. The application was withdrawn.
Pre-application advice was recently sought for the substantial demolition (retained front and side façade only) and rebuilding of the existing manor house to form apartments. It also sought advice on the erection of approximately 17 houses within the extended grounds of the property.
The advice provided in October 2023 confirmed that there was local policy support for sensitive re-development of the site but concluded that proposed dwellings within the extended grounds would not be supported due to the impact on trees and the wooded character of the site.

Forty new homes for local people
A reserved matters application has been submitted to build 40 new houses at Connor Downs, near Hayle, after outline consent was granted in June 2023.
The proposal by Cornwall Council's construction company Treveth would be for a mix of semi-detached and terraced houses on land near Angarrack Lane in the village. It is an affordable-led scheme with at least 50 per cent of the housing stock being affordable homes for local people.
It is intended that the affordable housing units would be available either on a shared ownership basis, or affordable rent. The majority of the remaining open market houses would be retained by Treveth and rented with a small number being sold.
All market properties will be prioritised for local people, and have a restriction on them being used as second homes or holiday lets. Treveth Development will maintain and manage the site.
The development’s primary goal is to meet the acknowledged demand for affordable housing in the area, while also offering high quality open-market homes for local people.

Egg business shells out on new plans
St Ewe Free Range Eggs, based at Resparveth Farm, Grampound Road, has asked for pre-application advice to expand the existing preparation facility to accommodate increasing business demands while addressing anticipated future growth.
The primary objective is to create much-needed, additional space to the existing industrial warehouse. The proposed extension matches the existing footprint but is positioned south east. This arrangement allows for an enclosed parking area at the front and provides generous service space for heavy goods vehicles at the rear.
It is proposed that 77 car parking spaces will accommodate the expansion, with a new overflow car park allowing for an additional 100 spaces in the field north of the site.

Nine affordable homes between Falmouth and Truro
Coastline Housing has submitted a reserved matters application following outline consent granted last year to build nine affordable homes on land near Trewedna Lane at Perranwell Station, between Falmouth and Truro.
The development would consist of a mix of house types including five two and three bed bungalows. The proposal also includes associated external amenity space.

New homes on farm site
Plans have been submitted for a residential development of three homes on the site of Trevithick Manor Farm, Trevemper, Newquay.
Trevithick Manor Farm covers an extensive area to the south of the A392, on the southern edge of Newquay. It comprises former agricultural land, industrial areas and new residential development. A number of planning applications have been approved, due to provide hundreds of new homes on land surrounding the site.
The three new properties would be two-storey, detached double-fronted cottages, each with two parking spaces.

Stone clad homes
A proposal has been lodged to demolish a farm building and replace it with five stone-clad houses at Great Lanhargy Farm, Bray Shop, Callington.
