Crunch time for proposal to build 14 homes in Moorhouse

PLANS to build 14 homes in Moorhouse will finally receive a verdict on Friday.

Carlisle City Council’s development panel was originally set to decide on plans for 14 homes off Monkhill Road at a meeting in February but it was withdrawn from the discussion.

The proposal has previously been approved but later tweaked, early plans for a housing development by Citadel Homes were given the greenlight in 2019 for 17 homes.

Citadel Estates has since revised their plans, requesting permission to build 14 homes.

A report prepared for the meeting by the city council’s case officer reads: “The scheme before Members is in respect of further revised details received in May and June 2021 together with a revised Drainage Strategy received March 2022.”

Amended proposals for 14 homes include a mix of house types and sizes.

The city council’s officers are recommending that the housing scheme is approved on Friday, subject to the fulfilling of a legal agreement.

A Section 106 legal agreement will require the developer to provide two affordable homes among the 14 dwellings.

Objections were received by 29 neighbouring properties in response to the original application.

One resident said that the development would bring an “inappropriate increase in the size of the village which has limited service provision.”

Another said that it would be “unacceptable overdevelopment of the site.”

Concerns have also been raised about the risk of flooding with more homes at the site.

A resident told the Cumberland News in January that the existing drainage system “already can’t cope” in flood season.

However, Cumbria County Council, as lead flood authority is satisfied with the revised drainage scheme after more detail was requested.

It argues that changes to surface water discharge at the site would improvement on the existing setup.

“The lessening of discharge is welcomed and is seen as a betterment to the current discharge already flowing from the development site.

“Within the new drainage details there is also now treatment of the surface water before discharge to the adjacent watercourse providing a two-stage treatment of the water before entry to the watercourse.”
