Cyclist bounces off car's windscreen as driver insists, 'That wasn't my fault'

Plumber Ian Payne was driving in Portsmouth, Hampshire when the cyclist - who wasn't wearing a helmet and appeared to be riding on a pavement - rode into the road and collided with his vehicle, before falling to the floor in pain, then later 'wandering off'.
