Decision announced on third set of plans to turn Walsall office block into 20 flats

Plans to convert a Walsall office block into 20 flats have been refused. It’s the third lot of plans submitted to bring Millennium House, located at the junction of Lower Hall Lane and Upper Hall Lane, back into use.

The latest proposals submitted by Jacob Fekete would have seen the three-storey building developed into three two-bedroom apartments, 12 one-bedroom apartments and five studio apartments. There would have been 19 parking spaces, with 10 electric charge points and an internal bicycle store.

But Walsall Council’s planning officers refused the latest application due to lack of information about the effect the project would have on the Church Hill Conservation Area. Millennium House sits within the boundaries of the designated zone.

The previous application was withdrawn by Mr Fekete in 2024 before a decision could be made, and the first one, submitted in 2022, was refused by Walsall Council’s planning officers.

The reason for refusal on the first application was that the building did not meet the continuous use requirement, it failed to provide adequate natural light in some apartments and insufficient information was provided about the development’s effect on the Church Hill Conservation Area.
