'Devastating': Surigao City Reeling in Aftermath of Deadly Typhoon Rai

The death toll from Typhoon Rai reached 375 on December 21 as parts of the Philippines were severely damaged in the storm.

Twitter user @SyrilDC, who filmed this footage, said the video shows the aftermath in the Barangay Rizal area of Surigao City on Sunday, and added that the storm was “devastating.”

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) reported maximum sustained winds of 195 km/h (121 mph) in the storm.
