Don't make big moves before elections: investor

Kong points out that since the 1950s there have been 12 presidents in the White House and only at the end of two of those terms did the S&P actually post a negative return.

Kong tells Reuters she is setting aside 8 to 12 percent of her portfolio in cash to put to work once the elections are over and there is clarity on who will run the White House and Congress in the next four years.
