Downtown Cedar Rapids Deserted as City Braces for Flooding

Downtown Cedar Rapids was deserted after local authorities issued evacuation notices for low-lying areas on Sunday, September 25, in anticipation of widespread flooding in the Iowa city. The Cedar River was forecast to reach 23.5 feet by Tuesday morning.
