Developer Miller Homes has proposed the project for a site located on the south of Turnhouse Road directly beside the Edinburgh Airport and a rail line.
The Turnhouse Golf Course sits at the top of the site across Turnhouse Road.
Affordable housing makes up more than a third of the stock - with 49 (35 per cent) of the 141 homes earmarked as affordable.
Plans originally included just 35 affordable homes but increased the number to 49 after a public consultation called for more affordable provision.
Proposed homes will be mixed - including detached and semi detached houses, terraces, town houses, and flats.
Developers say the project provides a number of community benefits - namely through adding to the affordable housing stock amid the housing crisis.
They also claim the delivery of 141 homes would support 494 direct and indirect jobs.

Noise was a concern since the site lies beside the Airport and a train line, noise modelling was performed to assess the impact on potential residents.
Surveys found that noise from the railway line had “potential to cause significant impact on new homes” and mitigation measures were included, such as an acoustic fence and window glazing for homes bordering the railway.
The site is planned to be a 20-minute neighbourhood, meaning everything residents need will be within a 20-minute walk from their home.
It is also fed by bus stops along Turnhouse Road which provide connection to Edinburgh Gateway Station, Gyle Shopping Centre, Craigmount High School, East Craigs, Drum Brae and Corstorphine.
Lothian buses also intends to divert its Number 31 bus along Turnhouse Road.
The proposed development has already been recommended for approval, and will be approved without debate at the Development Management sub-committee on November 20 unless the Clerk to the meeting indicates otherwise.
