Last year the 32-year-old spent a season-long loan at Larne from Arbroath and he was impressed by what he saw from Lynch.
The 44-year-old is being heavily tipped to take over at St Johnstone following Craig Levein's departure last week.
Lynch is a frontrunner for the vacant role at McDiarmid Park alongside Abderdeen coach Peter Leven.
Lynch, who has led the Invermen to back-to-back Irish Premiership titles with Larne, saw his team fight back to claim a 3-1 win at Cliftonville on Friday night ahead of their historic first UEFA Conference League group game against Molde next Thursday night.
Speaking on the PLZ Soccer show Allan was asked to give his verdict on Lynch as a coach.
The Kelty Hearts man talked up Lynch's qualities as a coach and backed him to land a top job in Scotland if even if he doesn't land the St Johnstone role.

"He's really good, really good," said Allan when asked about Lynch.
"He would need his own type of players. He's very [into] statistics in terms of how he wants to play, on the front foot, good football, chances created and all that.
"For St Johnstone in terms of the playing squad they have got it needs to be specific as they need to get to January with that batch of players.
"There's no doubt Tiernan Lynch will have an opportunity in the next year or so to go and take one of the teams in Scotland, I think he's excellent."
