Grimsby Bonfire Night fireworks display under investigation
A Grimsby fireworks display on Bonfire Night is under investigation.
A significant fireworks display was held on council-owned green space on The Willows on the night of Tuesday, November 5, opposite to Wingate Parade. It is understood that council licensing and police officers made local enquiries about the event in the run-up.
The event proceeded. One resident has said there was "mayhem" with traffic on the adjacent Wingate Road on the night the display was held. By the morning of Thursday, November 7, there was just one small area of green that showed a bonfire night display was held.
The display was free to attend. It was reportedly advertised as involving £10,000 worth of fireworks.
A North East Lincolnshire Council spokesperson said: "We are aware of this event and are now investigating the display alongside our partner organisations."
Bonfires and fireworks do not necessarily have to have a licence, dependent on the event's scale and category of fireworks used. However, if alcohol is sold, or live or recorded music played, permission for a public event is needed under the under the Licensing Act 2003.
Regardless of this, prior permission would still have been needed for the event, because of it being held on local authority land. North East Lincolnshire Council's events safety advisory group page online states: "If you are planning to hold an event on Council land you will need a licence to do so."
