Hurricane Francine Brings Street Flooding to Louisiana

Heavy rain from Hurricane Francine led to flash flooding in Kenner, Louisiana, on Wednesday, September 11.

The National Weather Service issued a flash flood warning for Kenner and surrounding areas.

Francine made landfall in the Parish of Terrebonne, as a Category 2 hurricane, the National Hurricane Center said.

It was later downgraded to a tropical storm with maximum sustained winds near 70 mph.

More than 391,000 residents were without power across the state, according to poweroutage.us.
