1. Suspend any Traffic Regulation Order made by the Council insofar as it relates to a one-way traffic flow on Saltney Street, L3.
2. Prohibit any vehicle from proceeding along: - (a) southbound carriageway of Great Howard Street, L3, from Lightbody Street to Sherwood Street; (b) northbound carriageway of Great Howard Street, L3, from Dublin Street to Walter Street; & (c) Dublin Street, L3, in an easterly direction.

3. The exceptions referred to in Article(s) 2.(4A), 2.(4B), 2.(5A), 2.(5B), 2.(6A), 2.(6B), 2.(7A) & 2.(7B) only will enable a vehicle to wait for so long as is necessary to enable:- (a) a person to board or alight from the vehicle; (b) the vehicle, if it cannot conveniently be used for such purposes in any other road, to be used in operations; (ii) the removal of any obstruction to traffic; (iii) the maintenance, improvement or reconstruction of the said sides of lengths of roads; (iv) the laying, erection, alteration or repair in, or in land adjacent to, the said sides of lengths of roads of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus as defined in Section 4 of The Telecommunications Act, 1984, including telephone kiosks; (c) the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a local authority in pursuance of statutory powers or duties; (d) the vehicle to be used by a postal operator for the purpose of delivering or collecting postal packets from premises or postal boxes adjacent to the said sides of lengths of roads; (e) the vehicle to be used in connection with any wedding or funeral; (f) the vehicle to be used for fire brigade, ambulance or police purposes; (g) the vehicle which, for a period not exceeding three hours, displays a valid disabled person’s badge and parking disc/clock and that same vehicle is to be used by a disabled person whose badge and parking disc/clock is correctly on display in accordance with the Department for Transport’s guidebook, “The Blue Badge Scheme: Rights And Responsibilities In England” (except Articles 2.(6A), 2.(6B), 2.(7A) & 2.(7B) only); (h) to enable goods to be loaded on to or unloaded from the vehicle (except Articles 2.(6A), 2.(6B), 2.(7A) & 2.(7B) only); or (i) the vehicle to wait upon an authorised parking place; or being a hackney carriage, to wait upon a hackney carriage stand.
4. To suspend:- (a) The City Council of Liverpool, (Lime Street, London Road, Seymour Street, Skelhorne Street Area) (Revocation, Prohibition of Right Turn, Prohibition of Driving, Prohibition of U-Turn, One-Way Traffic and Contra-flow Bus Lane) (Order, 2006) (Amendment) Order, 2016: in so far as it relate to Article 11, which reads No person shall cause or permit any vehicle, other than a public service vehicle, coach, pedal cycle, hackney carriage, licensed private hire vehicle, a vehicle being used by the Police, Ambulance, Fire Service or Statutory Services, Postal Operator and Local Authority in pursuance with their essential duties, or a vehicle accessing the St. John’s Centre Car Park, to proceed in Lime Street between the west side kerb line and Traffic Sign to diagram 1049 and from its junction with Ranelagh Place to its junction with Elliot Street, other than for the purposes of crossing it, between the hours of 12.00 noon to 6.00 p.m. on Mondays to Saturdays inclusive, unless that vehicle is proceeding north bound in the contra-flow bus lane; (b) The City Council of Liverpool, (Old Haymarket and St. John’s Lane) (Reserved Bus Lane) (Order 2009) (Amendment) Order 2016, in full; & (c) The City Council of Liverpool, (City Centre Bus Strategy) (Lime Street, Elliot Street, Fairclough Street, Great Charlotte Street, Hanover Street, Ranelagh Street & Waterloo Place) (Revocation, Prohibition of Driving & Prohibition of Right Turn) Order, 1997, in so far as it relates to Elliot Street & Charlotte Street.

No person shall cause or permit any vehicle to proceed, at any time, on:- (a) Lime Street, from its junction with: (i) London Road, in a southerly direction to its junction with St George’s Place; & (ii) St George’s Place, in a northerly direction to its junction with London Road - except for public service vehicles, coaches, licensed hackney carriages, licensed private hire vehicles displaying door signs (decals) in addition to a license plate, a vehicle being used by the Police, Ambulance, Fire Service (in the process of attending an emergency call and whilst displaying blue flashing lights), Statutory Services, Postal Operator, Local Authority in pursuance of their essential duties, an emergency liveried NHS vehicle being used for the urgent transport of blood, tissues and organs, any vehicle being used by Her Majesty’s Prison Service or their contractors for the transportation of prisoners whilst escorted by marked police vehicles, pedal cycles or electrically assisted pedal cycles not being motor vehicles, any vehicle that is egressing from St Johns Shopping Centre and access for loading/ unloading purposes only; (b) St Georges Place, from its junction with: (i) Lime Street, in a north-westerly direction to its junction with St John’s Lane; & (ii) St John’s Lane, in a south-easterly direction to its junction with Lime Street - except for public service vehicles, coaches, licensed hackney carriages, licensed private hire vehicles displaying door signs (decals) in addition to a license plate, a vehicle being used by the Police, Ambulance, Fire Service (in the process of attending an emergency call and whilst displaying blue flashing lights), Statutory Services, Postal Operator, Local Authority in pursuance of their essential duties, an emergency liveried NHS vehicle being used for the urgent transport of blood, tissues and organs, any vehicle being used by Her Majesty’s Prison Service or their contractors for the transportation of prisoners whilst escorted by marked police vehicles, pedal cycles or electrically assisted pedal cycles not being motor vehicles, any vehicle that is egressing from St Johns Shopping Centre and access for loading/ unloading purposes only; & (c) St John’s Lane, from its junction with: (i) Roe Street, in a south easterly direction to its junction with St George’s Place; & (ii) St George’s Place, in a north westerly direction to its junction with Roe Street - except for public service vehicles, coaches, licensed hackney carriages, licensed private hire vehicles displaying door signs (decals) in addition to a license plate, a vehicle being used by the Police, Ambulance, Fire Service (in the process of attending an emergency call and whilst displaying blue flashing lights), Statutory Services, Postal Operator, Local Authority in pursuance of their essential duties, an emergency liveried NHS vehicle being used for the urgent transport of blood, tissues and organs, any vehicle being used by Her Majesty’s Prison Service or their contractors for the transportation of prisoners whilst escorted by marked police vehicles, pedal cycles or electrically assisted pedal cycles not being motor vehicles, any vehicle that is egressing from St Johns Shopping Centre and access for loading/ unloading purposes only.
6. No person shall cause or permit any vehicle proceed on the following roads from performing a: - (1) left-turn manoeuvre on Lime Street (south bound) into Lime Street (Bus Link) (except for local buses operating on a local service); & Lord Nelson Street into Lime Street (except for buses, licensed hackney carriages, licensed private hire vehicles displaying door signs (decals) in addition to a licence plate & pedal cycles); & (2) right-turn manoeuvre on Lime Street (north eastbound) into Lime Street (Bus Link) (except for local buses operating on a local service).
7. Every person causing any vehicle, except for: (a) buses, licenced hackney carriages licensed private hire vehicles displaying door signs (decals) in addition to a license plate, private hire vehicles & cycles to proceed in a north westerly direction on Lord Nelson Street shall cause or permit that vehicle on reaching its junction with Lime Street to make a right-hand turn into Lime Street; & (b) buses, taxis & cycles to proceed in a north easterly direction on Roe Street shall cause or permit that vehicle on reaching its junction with St John’s Lane to make a left-hand turn into St John’s Lane.
8. No person shall cause or permit any vehicle to enter Lime Street (Bus Link) at its junction with: (a) St Georges Place (except local buses operating a local service); & (b) Lime Street (38m north west of the projected south eastern back of footway of Skelhorne Street) (except local buses operating a local service).
9. No person shall cause or permit any vehicle from being driven at a speed exceeding 20mph on the full lengths of (unless otherwise stated): Commutation Row (from a point 10.5m north of its junction with London Road to its junction with London Road); Lime Street - (a) (from its junction with London Road in a southerly direction to its junction with St George’s Place); & (b) (from its junction with Elliot Street in a north westerly direction to its junction with St George’s Place); London Road (from a point 15m west of its junction with Lime Street to its junction with Lime Street); St George’s Place (for its entire length); & St John’s Lane (for its entire length).
10. To suspend the existing hackney carriage stands: - (1) (Mon-Sun, 10pm-6am) on Lime Street, south east side, from a point 68m south west of its junction with Lord Nelson Street, in a south westerly direction for a distance of 21m (4 spaces); & (2) (Mon-Sun) on Lord Nelson Street, south side, from a point - (a) 29m west of the projected west side of its junction with Hotham Street in a westerly direction for a distance of 33.5m (6 spaces); & (b) 12m west of the projected west side of its junction with Hotham Street in an easterly direction for a distance of 27m.
11. To appoint the temporary hackney carriage stands (Mon-Sun) on: - Lime Street, south east side, from a point 52.5m south of its junction with Lord Nelson Street, in a southerly direction for a distance of 15m (3 spaces); & Lord Nelson Street, south side, from a point - (a) 44.2m east of its junction with Lime Street in an easterly direction to a point 25m west of its junction with Hotham Street (6 spaces); & (b) 12m west of the projected west side of its junction with Hotham Street in an easterly direction to a point 5m east of its junction with Hotham Street (5 spaces).
12. The Order will be operative from September 9 2024 to January 28 2026 or for such lesser period of time as dictated by the earlier completion of the monitoring the impact of the Lime Street Connectivity Scheme following the completion of the scheme and the opening of the Lime Street bus link and eventual implementation of a permanent Traffic Management Order.

1. To prohibit any vehicle from proceeding: - (a) on Andrew Street, Bullens Road, City Road (at the junction with Goodison Road and Gwladys Street), Diana Street, Eton Street, Goodison Road (Nimrod Street to Spellow Lane), Gwladys Street, Langham Street, Muriel Street, Leta Street, Mere Green, Neston Street, Oxton Street, Priory Road, Spellow Lane, Walton Lane (Langham Street to Priory Road) & Winslow Street. 2. This part of the Order will be operational between the hours of 9.30am until 11.59pm, Monday to Sunday inclusive, from September 21 to May 31 2025, to safely enable traffic and pedestrians to be managed around the Everton Football Club (Goodison) stadia.
Part 2: (Anfield Football Stadia Area)
3. The City Council of Liverpool (Football Match Parking Places & Controlled Parking Zone) Order, 2009, is hereby: -
(a) suspended insofar as it relates to the unrestricted parking place on Utting Avenue, southeast side, from a point 76.3m northeast of its junction with Pinehurst Avenue to a point 50m southwest of its junction with Hildebrand Road; & (b) varied to include a temporary coach parking place on Utting Avenue, southeast side, from a point 76.3m northeast of its junction with Pinehurst Avenue to a point 50m southwest of its junction with Hildebrand Road.
4. To prohibit any vehicle from proceeding on: - Alroy Road, Arkles Lane (including the junction with Priory Road and Utting Avenue), Anfield Road (from its junction with Walton Lane to its junction with Arkles Lane), Back Rockfield Road, Bagnall Street, Burleigh Road North, Burleigh Road South, Burnand Street, Donaldson Street, Gilman Street, Hartnup Street, Priory Road (from its junction with Arkles Lane/Utting Avenue to its junction with Walton Lane), Pulford Street, Rockfield Road, Skerries Road, Sleepers Hill, Venmore Street, Walton Breck Road (from its junction with Walton Lane to its junction with Oakfield Road) & Wylva Road. 5. The City Council of Liverpool (Football Match Parking Places & Controlled Parking Zone) Order, 2009, is hereby varied to include the temporary prohibition of waiting: - (a) (24 hours, Mon-Sun incl., August-June incl.) & (b) for the purposes of loading and unloading (24 hours, Mon-Sun incl., August-June incl.) restrictions on - Anfield Road (both sides) from its junction with Rockfield Road to its junction with Edith Road, Arkles Lane (both sides of the central reservation), Arkles Road (northwesterly side), Gilman Street (both sides), Priory Road (both sides) from its junction with Walton Lane to its junction with Arkles Lane/Utting Avenue, Utting Avenue (both sides) from its junction with Hildebrand Road to its junction with Pinehurst Avenue, Walton Breck Road (both sides from its junction with Pulford Street to its junction with Hawkesworth Street) & Wylva Road (southeasterly side). This part of the Order specifically excludes those parts of any road signed as a resident permit holder bay, or a coach parking place.
6. This part of the Order will be operational from September 21 to June 30 2025 and is required to safely enable vehicular traffic and pedestrians to be managed around Liverpool Football Club (Anfield) Stadium. General:
7. If a vehicle is left at any time in contravention of a provision of Articles 3(b), 5(a) or 5(b) of this Order a penalty charge shall be payable.
8. In the case of a vehicle in respect of which a penalty charge is payable, a penalty charge notice showing the information required by The Traffic Management Act 2004 may then be issued by a civil enforcement officer in accordance with the requirements of that Act and any Statutory Instruments made by the Secretary of State there under.
9. Any person who contravenes Articles 1(a), 1(b) or 4 of this Order, or who uses a vehicle, or causes or permits a vehicle to be used in contravention of Articles 1(a), 1(b) or 4 of this Order, shall be guilty of an offence.
