A council chief has revealed a new luxury boutique hotel in Perth and Kinross Council's (PKC) former offices and city chambers is due to open in 2026.

In April 2022 Perth and Kinross councillors voted to hand 1-5 High Street, Perth to developers for £1.

The deal was done privately but the council's strategic lead for Economy, Development and Planning publicly revealed progress on the project to councillors as they met on Wednesday, September 4.

David Littlejohn provided the update as he presented the Perth City Centre Development and Design Framework - which will go out for public consultation shortly.

Presenting the Perth City Plan, PKC's strategic lead for Economy, Development and Planning David Littlejohn said: "I'm delighted to advise that the planning application for the conversion of 1-5 High Street into a boutique hotel is currently being prepared by the developer with an opening scheduled - subject to planning permission - for mid 2026."

After the meeting a PKC spokesperson confirmed the application was expected soon.

The council spokesperson said: "We are expecting a planning application for the transformation of 1-5 High Street into a boutique hotel to be lodged soon.

"Councillors agreed to grant a development lease of the former offices to Rogue City Hotels, part of the Henley Group, in 2022 and it is expected the hotel will open in 2026 if planning permission is granted.

"The developers will have the option to buy the building from the council once work has been completed."

In April 2022, councillors voted by 26 votes to nine to hand the former council building to Rogue City Hotels to bring it back to its former glory.

A council spokesperson said the building was "surplus to the council’s requirements for office space and will require significant investment" by the developers. Councillors agreed to award additional grant funding of up to £1.9 million to support the additional cost of restoring the B-listed building.

The agreement was supported by 26 Conservative, Lib Dem and SNP councillors and opposed by nine Independent, Labour, SNP and Conservative councillors.

Following the vote - which was held in private - the council's former leader Murray Lyle described it as a "great opportunity for Perth" for development.

The former Conservative councillor said: "It's a great opportunity for Perth.

"The developers will restore the courthouse and old civic lounge."

"It would cost an estimated £8 million to refurbish 1-5 High Street. In my view it was an obvious decision.

"The building has been lying empty for years.".

In 2022 Perth and Kinross Council said the development would "provide a major boost to the economy, as well as creating new jobs".
