Mali postpones constitutional referendum

Mali's military rulers have moved to postpone a constitutional referendum, which they themselves had scheduled for March 19. However, authorities say they'll maintain the previously agreed timeline to return to civilian rule. Also in this edition: Senegal's former prime minister Cheikh Hadjibou Soumaré was taken into police custody on Thursday after being accused of libel. Finally, a plane carrying tonnes of European aid has arrived in the beleaguered eastern Congolese city of Goma, as M23 rebels and government troops continue to trade fire in the region.
