Menace banned from second Lancashire town centre after leaving businesses suffering
A criminal menace who left businesses suffering has been banned from entering a second town centre in Lancashire.
Andrew Phimister, of no fixed abode, was initially given a two-year Criminal Behaviour Order (CBO) in July 2024 as a result of anti-social behaviour and criminal damage in and around Morecambe town centre. He was prohibited from entering an area bounded by Regent Road, Westgate and Broadway and not to contact the police on 999 or 101 unless he had 'genuine and immediate need for emergency police attendance'.
In an update issued today (January 31), Lancashire Constabulary said the 56-year-old's banning order has been amended to stop him from entering a large area of Lancaster city centre. The area is shown on the map below as bordered by the red line, except between 110am and 12pm on a permitted route marked in green on the map.

He must also not attend his solicitors office without a pre arranged appointment.
In a statement, Lancaster Area Police said: "Amended CBO (Community Behaviour Order). Andrew PHIMISTER aged 56 of No Fixed Abode.
"Mr PHIMISTER was granted an amendment to his existing CBO which bans him from entering a large area of Morecambe The new conditions are set out below:
Not to enter LANCASTER CITY CENTRE as bordered by the RED line on the map except between 1000-1200 on a permitted route marked in GREEN on the map
He must also NOT attend his solicitors office without a pre arranged appointment.
"These orders are not given out or amended lightly. This is as a result of repeated anti social behaviour and criminal damage offences in Lancaster City Centre, which is something we won't tolerate."
