Millions of State Pensioners due Winter Fuel Payment letter from DWP this month
The Department for Work and Pensions (DWP) has confirmed that everyone over State Pension age will receive a letter “from mid-October” explaining the new eligibility rule changes to Winter Fuel Payments. Pensions Minister Emma Reynolds MP also said the letters will encourage those on a low income to apply for Pension Credit by December 21, 2024 to ensure successful claimants receive a backdated Winter Fuel Payment.
There are currently 12.7 million pensioners across the UK and while 11.6m received a Winter Fuel Payment plus a £300 Pensioner Cost of Living Payment last year, only around 1.5m will be due a payment of between £100 and £300 to help with higher heating costs this winter.
However, around 10m pensioners, including 850, 000 in Scotland, will miss out after the Chancellor Rachel Reeves announced at the end of July that the annual help for energy bills will only be issued to those over 66 in receipt of a means-tested benefit such as Pension Credit, Tax Credits (with an annual award of at least £26) or Universal Credit (mixed age couples).

The Pensions Minister gave the response to Conservative MP Shivani Raja, who asked how the DWP planned to communicate the Winter Fuel Payment change to affected pensioners and what alternative financial support is available to them.
In a written response, Ms Reynolds said: “From mid-October, all pensioners will receive a letter explaining the changes to Winter Fuel Payments this year and encouraging anyone who may be eligible to claim Pension Credit by 21st December.”
She added that the dedicated pages on GOV.UK have been updated with the new eligibility rules.
The DWP Minister added: “The Department will proceed at pace with its communication campaign to raise awareness of the changes and to promote Pension Credit. This will be followed by a Paid Partnership and national media campaign. There will then be continued marketing activity promoting the take-up of Pension Credit.”
Ms Reynolds added that an additional £421m is being provided to extend the Household Support Fund in England for a further six months from October 1 until March 31, 2025. However, funding for the devolved governments will also be provided, through the Barnett formula to be “spent at their discretion, as usual”.
It is estimated the Scottish Government will receive £79m.
Ms Reynolds also encouraged people to check if they are eligible for the Warm Home Discount scheme, which provides eligible low-income households across Great Britain with a £150 rebate on their electricity bill. It’s important to be aware this is paid directly to energy providers.
She added: “This winter, we expect over three million households, including over one million pensioners, to benefit under the scheme.”

Pension Credit in a nutshell
Nearly 1.4 million older people across Great Britain, including more than 125,100 living in Scotland, are currently receiving Pension Credit hat provides an average of £3,900 in extra support each year. However, the latest figures from the DWP suggest there are still 880,000 eligible pensioners not claiming the benefit they are entitled to.
The means-tested benefit gives people extra money to help with their living costs if they are over State Pension age and on a low income. It can also provide access to a range of other benefits.
The benefit tops up income to a minimum of £218.15 per week for single pensioners and £332.95 for couples - more if a person has a disability or caring responsibilities.
An award of just £1 per week is enough to unlock other support, including Winter Fuel Payments.

Mixed aged older couples and Pension Credit
In May 2019, the law changed so a ‘mixed age couple’ - a couple where one partner is of State Pension age and the other is under it - are considered to be a ‘working age’ couple when checking entitlement to means-tested benefits.
This means they cannot claim Pension Credit or pension age Housing Benefit until they are both State Pension age. Before this DWP change, a mixed age couple could be eligible to claim the more generous State Pension age benefits when just one of them reached State Pension age.
How to use the Pension Credit calculator
To use the calculator on GOV.UK, you will need details of:
earnings, benefits and pensions
savings and investments
You’ll need the same details for your partner if you have one. You will be presented by a series of questions with multiple choice answer options.
This includes:
Your date of birth
Your residential status
Where in the UK you live
Whether you are registered blind
Which benefits you currently receive
How much you receive each week for any benefits you get
Whether someone is paid Carer’s Allowance to look after you
How much you get each week from pensions - State Pension, private and work pensions
Any employment earnings
Any savings, investments or bonds you have
Once you have answered these questions, a summary screen shows your responses, allowing you to go back and change any answers before submitting. The Pension Credit calculator then displays how much benefit you could receive each week.

Who cannot use the Pension Credit calculator?
You cannot use the calculator if you or your partner:
are deferring your State Pension
own more than one property
are self employed
have housing costs (such as service charges or Crown Tenant rent) which are neither mortgage repayments nor rent covered by Housing Benefit
How to make a claim
You can start your application up to four months before you reach State Pension age. You can claim any time after you reach State Pension age but your claim can only be backdated for three months.
This means you can get up to three months of Pension Credit in your first payment if you were eligible during that time.
You will need:
your National Insurance number
information about your income, savings and investments
your bank account details, if you’re applying by phone or by post
If you’re backdating your claim, you’ll need details of your income, savings and investments on the date you want your claim to start.
