MP accuses government of avoiding foreign aid vote

Commons Speaker Sir Lindsay Hoyle says the Tory rebel amendment on overseas aid was not debated in the Commons on Monday because it is "outside the scope of the Bill". Andrew Mitchell MP, one of the leaders of the rebellion, said that the government “are avoiding a vote on the commitments that each of us made individually and collectively at the last general election.” The rebels are backing a move to reverse the government decision to cut spending on international aid from the legally enshrined 0.7% of national income.
