Notting Hill Carnival crowds could be banned from entering pubs between 7pm and 9pm to ensure a peaceful end to both days of Europe’s biggest street party.

Council proposals also suggest that businesses which have licences only for the carnival, such as the street stalls lining the parade route, should be ordered to stop selling alcohol at 7pm.

Punters already drinking in pubs, clubs and restaurants would still be allowed to order.

Kensington and Chelsea council environment director Nicholas Austin said measures in a report due to be heard tomorrow would help to prevent crime and disorder as the festivities draw to a close.

He said that respondents to a 12-week consultation raised concerns that too much alcohol was consumed.

Matthew Phillip, executive director of Notting Hill Carnival Ltd, said: “We are having ongoing discussions with strategic partners, and plan to listen to the local business community.

“This is a proposal that has been laid on the table in previous years. There’s lots to consider.”
