Police chief says Daniel Greenwood 'used rank to pursue junior officer'

A senior officer at West Yorkshire Police has condemned the behaviour of a male colleague who she said had used his rank to pursue a student officer.

A misconduct panel today found that former Chief Superintendent Daniel Greenwood would have been dismissed had he not already resigned. He had admitted gross misconduct and that he had abused his position for a sexual purpose in relation to a student police officer between March 2019 and November 2021.

The junior officer, PC Caitlin Howarth, who has since resigned, is expected to face a police misconduct hearing in due course. A criminal case against her has been dropped.

Commenting on Mr Greenwood's hearing, West Yorkshire Police’s Deputy Chief Constable Catherine Hankinson said: "Daniel Greenwood took full advantage of his senior position to pursue a wholly inappropriate relationship with a student officer. He behaved in a manner which brings discredit on the police service, goes against our values, and undermines public trust and confidence.

"The public deserves police officers who hold the highest standards, and his actions do not represent the overwhelming majority of honest and hardworking police officers and staff in West Yorkshire. I hope people feel reassured that all allegations of discreditable conduct will be robustly investigated, and such behaviour has no place in our service.”

Former Chief Superintendent Greenwood resigned from West Yorkshire Police on Tuesday September 17. He will be placed on the police barred list.
