Retrospective planning permission granted for garage conversion in Kinross house

Perth and Kinross councillors have unanimously granted retrospective planning permission for alterations to a house on a modern development which appears to have been used for residential courses.

The Kinross property - now on the market for offers over £340,000 - features as accommodation "just outside the Scottish capital of Edinburgh" for English speaking courses.

The reported planning breach has been investigated by a Perth and Kinross Council's Planning Enforcement officer who has received confirmation the business operation will cease by the end of October.

At a meeting of the local authority's Planning and Placemaking Committee on Wednesday, October 9 councillors were asked to consider the retrospective application. It attracted 20 letters of objection including one from Kinross
Community Council.

Objectors raised concern the property was being used as a commercial enterprise. A report by council officers - put before the committee - said investigations carried out by the council "established that a material
change of use has occurred" but that "the applicant has confirmed that the property is currently up for sale and that they will cease the operation by the end of October".

Councillors were asked only to consider the application before them - which was for the conversion of the garage into an additional bedroom -
and not a change of use from a residential house.

Applicants Mr and Mrs Evans sought retrospective permission for the changes to their Kinross property on Simpson Wynd in the Persimmon Homes development and within the town's conservation area.

It was moved for approval by convener Ian Massie and seconded by Cllr Ian James.

Cllr James said: "It's there anyway and the use of the building is a separate matter. It looks quite nice actually. Happy to second."

The application was unanimously approved.
