Shapps: We not imposing a pay freeze, the unions are wrong

Transport Secretary Grant Shapps tells the House of Commons that the government is not "imposing a pay freeze" and that the unions are "factually incorrect" when they claim the government are. He describes their upcoming strike as being about "outdated unions" who want to stand in the way of "progress" and that their industrial action is going to "threaten the jobs" of their members.
