Strong Winds From Tropical Storm Elsa Rock Sailboats Off Rhode Island Coast

A group of sailboats rocked in rough waters near Narragansett Bay, Rhode Island, as Tropical Storm Elsa moved through southern New England on Friday, July 9.

The National Weather Service (NWS) forecast flooding to be the main threat before conditions were expected to improve on Friday evening.

Up to 3.5 inches of rainfall caused minor flooding across the region on Friday, the NWS said.
