Ashland man pleads guilty to strangulation

May 3—CATLETTSBURG — An Ashland man who pleaded guilty to strangulation received a five-year probated sentence.

Richard D. Webb, 47, appeared in Boyd County Circuit Court via video conference on Friday morning.

Webb had been jailed on charges of strangulation, unlawful imprisonment and tampering with evidence. He was originally booked on the strangulation and unlawful imprisonment charges in December 2022.

Assistant Commonwealth's Attorney Gary Conn said the victim is satisfied with the sentence.

Both Conn and Judge George Davis sternly reminded Webb he must have zero contact with the victim.

"There is to be no contact, no form of communication, nothing," said the judge, "unless you want to be in a state penitentiary for 10 years."
