East Lindsey council transfers two Sibsey land plots to parish council for £1 each

Council bosses have handed over ownership of two plots of land for £1 each. East Lindsey District Council’s executive board unanimously approved the decision for sites in Sibsey during a meeting on Wednesday evening (January 22).

The two public open spaces, located on Amos Way and Church Walk, are now under the ownership of Sibsey Parish Council. The Amos Way site covers approximately 0.37 hectares and includes children’s play equipment, with the rest designated as recreational space.

The land was previously leased to the parish council on a peppercorn rent, with its permitted use under the lease being as open space, including the repair and maintenance of the grounds and equipment. The space off Church Walk measures 0.15 hectares and features an open grassed area with semi-mature trees.

This site was originally transferred to the district council as part of a Section 106 open space agreement linked to a housing development by Chestnut Homes. During the meeting, Coun Thomas Kemp (Conservative), portfolio holder for finance, explained: “A number of transfers involving the disposal of council assets to town and parish councils have been completed over recent years.”

He added: “Following a request made by Sibsey Parish Council for the transfer of two assets located at Amos Way and Church Walk in the village, consideration has been given to the request and is detailed in this report.”

The report outlines an unrestricted market value of £225,000 for the two assets—£160,000 for the Amos Way site and £65,000 for the Church Walk space. As a result, the transaction represents a notional undervalue of £224,998.

The transaction is classified as a non-business activity and therefore falls outside the scope of VAT. This classification allows East Lindsey District Council to fully recover any VAT incurred on capital or revenue costs associated with these assets.
