The start of July is upon us meaning the start of a new financial year is underway. That means clubs are set to press ahead with their transfer business due to the different regulations within the Premier League's Profit and Sustainability rules (PSR).

Before the end of June, a number of top-flight clubs moved rapidly, almost working together, to sell players to balance the books before the turn of the financial year. Aston Villa, Chelsea, Newcastle, Everton and Brighton were all involved in surprising dealings for players that led to many believing they were capitalising on PSR loopholes.

Liverpool, however, did not. In fact, the Reds have gone about their business in the transfer window under the radar. Arne Slot's appointment as the new head coach at Anfield has been partnered by a new-look team behind the transfer recruitment on Merseyside.

A quiet opening to the trading period with minimal movement is hardly surprising with the mass changes conducted off-the-pitch. Potential targets have been merely linked but no plan has been formalised with any said target just yet.

Michael Edwards' return as chief executive of football coincided with the confirmation of Richard Hughes joining as sporting director after a decade at Bournemouth. Slot's succession of Jurgen Klopp came with a tweak to the job title with the Dutchman appointed as 'head coach' as opposed to 'manager'.

All three separate decisions point toward a different approach to the transfer window at Anfield. And one thing that is already blatantly clear is their contrast in methodology compared to Chelsea. The Blues have signed four players already this summer as part of their diverse scattergun approach under their American ownership.

In Todd Boehly and Clearlake Capital's two-year tenure at Stamford Bridge, over 25 players have been signed for more than £1billion. Despite the exodus of players, the Blues have struggled to translate their investment into success.

Kiernan Dewsbury-Hall became Chelsea's fourth signing of the summer so far by completing a £30m move from Leicester City. Barcelona youngster Marc Guiu signed earlier in the week after 18-year-old Omari Kellyman cost £19m before the end of June.

Centre-back Tosin Adarabioyo's signature was confirmed at the start of June but the west Londoners acted rapidly this summer in improving Enzo Maresca's squad. However, Guiu and Kellyman aren't expected to be regulars in the first team and there's an argument that they are well-stocked in midfield without Dewsbury-Hall.

The strict criteria at Liverpool, in comparison to one of their league rivals, means there has been a lack of movement. However, it's no surprise that the players linked with a move to Slot's team, such as Leny Yoro and Anthony Gordon, are individuals that fit the profile in areas desperately needed.

Edwards and Hughes will be keen not to steer too far away from the recruitment process that has been in place for so many years. It has been largely successful in signing players that Liverpool have needed at the times and this summer shouldn't be any different in a huge season for the club.
