Nicole Luther Promoted To VP of Transportation Affairs & Policy At Contract Services
Contract Services has upped Nicole Luther to VP of Transportation Affairs and Policy.
In her new role, Luther will work closely with the film and TV industry to help it navigate changes in the transportation sector, including zero emission vehicles, alternative fuels, electric charging infrastructure and advanced safety systems.

As VP, Luther will also serve as Contract Services’ first transportation public policy lead, advocating for policy solutions that support safe and sustainable transportation operations in Hollywood. To do so, she will partner with key stakeholders the Motion Picture Association, AMPTP, Canadian Media Producers Association, International Brotherhood of Teamsters, Creative BC, and various government agencies.
“Nicole has a mastery of DOT regulations and a passion for navigating the crossroads of transportation, technology, and film and TV production,” Contract Services’ CEO David Gross said in a statement. “We’re proud she’s part of our Contract Services team and thrilled the industry will continue to benefit from her leadership in this rapidly evolving area.”
Previously, Luther served as Contract Service’s Director of Transportation, joining the company in 2018. In that role, she served as the subject matter expert on many industry-wide initiatives, working with government officials to find solutions that promote safety and help the production industry comply with a wide range of legal requirements.
Recently, she contributed to several Canadian transportation initiatives, including the Columbia Motion Picture Hours of Service Rules, which are the first of their kind for the motion picture and television industry in Canada.
Prior to Contract Services, Luther’s nearly 30-year career also include stints with NBCUniversal and Twentieth Century Fox.
Contract Services is the entertainment industry trust fund that administers the safety training and roster provisions of collective bargaining agreements between the major studios and industry unions, including the IATSE, Teamsters Local 399 and the Basic Crafts. It also coordinates policy initiatives through industry-wide committees such as the Industry-Wide Labor-Management Safety Committee and Transportation Committee.
