Former EastEnders actor Outhwaite will play a character called Cathy Teel in The Tower II: Death Message and will also be joined by two other new cast members - Niamh Cusack (The Virtues) and Claire Mills and Ella Smith (The Nevers) as DC Elaine Lucas.
Outhwaite was most recently seen taking part in Freeze the Fear with Wim Hof, where she got to grips with cold water therapy, including plunging into ice pools and rope jumping from bridges, as a way of overcoming anxieties and pushing boundaries.
Whelan plays DS Sarah Collins in the series which launched on ITV in November 2021, adapted from the first of former Met Police detective London's books where the story centred on a shocking incident on the roof of a city tower block.

Stuart McQuarrie (28 Days Later) also joins the cast in the role of Sarah’s new boss, DCI Jim Fedden.
Screenwriter Patrick Harbinson who adapted the books for ITV, said of the castings: “It’s a tribute to the quality of Kate’s novels and her complex female characters that we have been able to attract these three brilliant actresses to The Tower.”
The four-part series is currently filming in the north west of England.
ITV has also announced the return of another detective drama, cosy period series Grantchester starring Robson Green, which is now filming its eighth run.
It is adapted from the Grantchester Mysteries novels by James Runcie and also stars Tom Brittney and Charlotte Ritchie.
