Whirlpool Forms on Brooklyn's 4th Avenue Amid Flash Flooding

Floodwaters inundated streets in Brooklyn, New York, on Friday, September 29, as New York Gov Kathy Hochul declared a state of emergency across the region.

A flash flood warning was in effect for Brooklyn, Queens, and other areas through Friday afternoon.

Emergency management officials reported up to five inches of rainfall in parts of New York, including Brooklyn, and said several more inches are expected.
