Windsor man on Canada's most-wanted list arrested in Edmonton

A Windsor man who was one of Canada's most-wanted fugitives is now in custody.

Windsor police say John Managhan, 25, was arrested on Monday in Edmonton by a unit tasked with apprehending high-risk offenders. He is now awaiting transfer back to Windsor.

Managhan has been wanted since last summer, when he became a suspect in a daytime shooting that took place in the 900 block of Pierre Avenue in Windsor.

Originally from British Columbia, Managhan is facing charges including attempted murder in connection with the Aug. 15, 2023, shooting that left a 33-year-old Windsor male with serious gunshot wounds.

Two weeks ago, Managhan was named by the BOLO (Be On the LookOut) program as Number 21 on the list of the 25 most-wanted suspects across Canada.

Staff Sgt. Joe Faddoul of the Windsor Police Major Crimes Unit said at a press conference on Tuesday that the accused was pulled over after he was spotted leaving a house that was being staked out by police.

"I know we had several tips," he said. "Tips generate into investigative leads, investigative leads led to different investigative techniques, which assisted in locating him."

Police had information that Managhan was out west but they don't how long he was in Edmonton, Faddoul said.

The victim was shot "five to seven times" and is still recovering.

"He will have long-lasting injuries. Whether they will be permanent, we're not sure," Faddoul said.

Faddoul said that prior to the shooting, there had been an argument between the victim and the accused, who may or may not have known each other. Faddoul said police don't know for sure what the fight was about but they believe it was "based on nothing that we deem to be serious."

"It's difficult to explain why anybody at any point would think that discharging a firearm in the middle of an afternoon on a busy intersection would be an appropriate answer for a verbal argument," Faddoul said.

A second suspect, 26-year-old Kyle Small, was arrested in Michigan in November 2023.

Windsor police said the arrest of Managhan in Edmonton was the result of a coordinated effort involving Edmonton police, Ontario's ROPE (Repeat Offender Parole Enforcement) squad, and the Windsor police Major Crimes Unit.
