970,000 drivers refuse to pay after £180 fine due to UK road law

Three in five drivers are refusing to pay Sadiq Khan's daily charge in the ULEZ zone. Transport for London is chasing millions in fines after defiant motorists and road users took action and refused to bow to the £12.50 daily charge in the capital city.

Out of the 1,348,938 penalties issued since the expansion, 974,590 have still not been paid. TfL warned: “On receipt of a PCN a motorist has 28 days to pay the PCN or to make a representation challenging the penalty.

“When the representation is accepted the PCN is cancelled. If the representation is rejected, the motorist is granted a further opportunity to pay the PCN or appeal to the Independent Adjudicator at London Tribunals.”

If drivers fail to pay the daily fee they could be fined £180, which is reduced to £90 if paid within 14 days. Taking to Twitter, one social media user fumed: "Tfl and ulez are a joke. . They don't have a clue... this Mayor is a disgrace.... goes off about clean air and then is happy to charge people 12.50 to pollute still .. money grabbing at its best...

"ULEZ aren't doing enough to help people with cars that they think aren't compliant when they actually..." A second said: "Same situation so I went to DVLA who referred me to DVLA who referred me to VCA and none of them held the information that TFL were claiming was obtained from them.

"Even on checking the gov.uk website there is no information listed on emissions or Box so unless they can factually provide the evidence which they have not been able to do date how is this morally right. In this scenarios it's guilty on the basis of no evidence."

"Due to the way the DVLA gather data (badly) when registering cars for the first time it means than one car may be compliant and an identical one same model, year, engine etc isn't. TFL should have acquired data direct from manufacturers and not relied on the DVLA's poorly kept database," another fumed.
