Both driver and passenger survived the crash, suffering only minor injuries.
Police say the driver of the car told officers he had used drugs before the crash and he is likely to faced a charge of driving under the influence.
A specialist forklift was later required to pull the car from the top of the building.
The owner of the dental practice has not commented on the crash.
