Council chiefs 'tremendously proud' after its children's services rated outstanding

Hartlepool Borough Council chiefs have expressed their immense pride following the "outstanding" rating awarded to its children's services department by Ofsted.

The government inspectorate visited in March, and their recent report praised the authority for "consistently good practice across all parts of the service with exceptionally strong management oversight". Since the previous "good" rating in 2018, the report highlighted that senior leaders have not only maintained but also "been relentless in driving further progress and improvements".

Ofsted observed numerous instances of commendable work with families, noting consistent care for the most vulnerable children and compassionate efforts across all service areas. Despite challenges posed by the Covid-19 pandemic and a surge in complex needs, the report acknowledged the council's continued effective support to children and families.

The overall "outstanding" grade was complemented by three out of four assessment categories receiving the same accolade, while experiences and progress of care leavers were deemed "good".

Key observations included a "very strong and effective focus on providing help early to children" and thorough child protection enquiries leading to "effective actions taken to help reduce harm". Ofsted inspectors praised the "outstanding" service provided to children in care in Hartlepool.

Inspectors noted that the voices of children are "valued and threaded through the service" and that young people leaving care are "very well supported". The report stated: "The overwhelming majority of children who need help, protection or care in Hartlepool receive an outstanding service that helps to improve their lives."

Sally Robinson, council executive director of children's and joint commissioning services, said: "We are delighted to have earned this highest rating. We want every child and young person in Hartlepool to enjoy their best possible life in a safe, protective, loving and encouraging environment and everything we do - and every member of our team - is dedicated to that goal."

Denise McGuckin, council managing director, congratulated the children's services team on the "fantastic achievement". She added: "We are tremendously proud of all that they do for the children and young people of Hartlepool - they are a very great credit to the council and the town."
