EU Summit: Leaders Start 'Final' Reform Talks

EU leaders have returned to the negotiating table to discuss an apparent deal to reform the European Union.

The Czech prime minister Bohuslav Sobotka confirmed a deal was within sight after a day with little visible progress.

The EU Council is due to discuss a draft text put together following a series of bilateral meetings at a dinner dubbed an 'English meal'.

Before the dinner began, Mr Sobotka tweeted: "Final meeting with @eucopresident @JunckerEU confirmed that a draft agreement with Britain is finally on the way."

Sky's Jon Craig says sources have told him that David Cameron is preparing to hold a Cabinet meeting in Downing Street at 8.30am on Saturday to discuss the deal he has brought home.

The Prime Minister had earlier said there would be no Cabinet meeting on Friday to discuss the reforms.

Mr Cameron had previously said his Cabinet colleagues would be briefed immediately after he returned from the EU Council meeting, before he went to the nation to announce a referendum date.

His comments, together with some from other leaders including France's Francois Hollande, gave the impression a deal was still some way off.

During a break in proceedings, Mr Cameron tweeted: "Negotiations are continuing into this evening. A Cabinet meeting won't be possible tonight. One will be held if and when a deal is done."

Progress has been held up by a number of stumbling blocks, not least Greece's threat to veto the conclusions of the summit over Europe's handling of the migration crisis.

Another hold up was French reluctance to accept eurozone reforms, with French President Francois Hollande telling French radio that: "There can be no special status for the UK and the City of London".

On Friday morning, Mr Cameron was overheard saying he had told his wife Samantha that he was prepared to continue negotiating until Sunday, if required.
