HMO plan up for approval on main road

A decision is due on the conversion of a house into an eight-bedroom HMO on a main road in Tonge Moor.

The applicant, Parata Property, applied for planning permission for a site on Tonge Moor Road last year.

The application is to convert the house into an 8-bedroom HMO via loft conversion and a two-storey extension at the back of the site close to Tonge Moor Conservative Club and the junction with Thicketford Road.

There would be two bedrooms in the loft conversion, four bedrooms on the first floor and two bedrooms on the ground floor, all of them with an ensuite bathroom.

It is up for consideration by the planning committee when it meets at the town hall today after a call-in by Martin Donaghy, a councillor for Tonge with the Haulgh.

The Parata Property website reads: "Parata Property provides a turn-key service for national investors and international investors looking to invest in HMOs in the UK's North West property market.

"Essentially we cover everything from A-Z for clients wanting to invest in an HMO in the UK."

There is one objection from a resident saying the conversion would cause an additional disturbance to other residents as well as loss of light and loss of privacy.

A report for consideration by the planning committee recommends the approval of the application saying its impact is acceptable or addressable by conditions.

The report reads: "It is considered that the proposal accords with Bolton's Development Plan.

"Members are therefore recommended to approve the application."

In Bolton, the conversion of a house into an HMO does not need planning permission unless it involves more than six tenants or unless it involves other changes such as extensions. Separately, a conversion of a house into an HMO needs a licence if it involves more than four tenants.

The planning committee meets at the town hall at around 2pm today.
