Hull man ends up in court after CCTV catches his van being used for fly-tipping

A Hull man has been hit with a fine after his van was used for fly-tipping which landed him in court.

Mark Winter, 40, of Bainton Grove, Hull, admitted to the offence when he appeared at Beverley Magistrates' Court on June 5, after CCTV was recorded showing his vehicle being used to dump waste on Middledyke Lane, Cottingham.

Winter was ordered to pay an £81 fine, £400 in costs and a £32 victim surcharge. The court was shown footage from mobile CCTV cameras owned by East Riding Of Yorkshire Council's streetscene enforcement team, which captured the fly-tipping incident on September 19, 2022.

The video showed a van driving along Middledyke Lane, stopping three times to discard household waste, including children's toys and cardboard. Following investigations, Winter was identified as the registered keeper of the vehicle.

Despite two letters sent to Winter by the enforcement team, the case was escalated to court after they were ignored. In his defence, Winter claimed that his van had been used by others at the time and he wasn't always aware of who was using it.

Residents are now being reminded of their responsibility to dispose of their own waste properly and legally, either by using provided household bins or taking larger items to their local household waste recycling site.

Carl Skelton, director of streetscene services at East Riding Of Yorkshire Council, said: "We use a number of mobile CCTV cameras such as these at various fly-tipping hotspots to help us track down the people responsible. We will continue to investigate every incident of fly-tipping reported to us and always take action when we can."

Those found guilty of fly-tipping could be slapped with a fixed penalty of up to £1,000 or face court proceedings, where they can receive an unlimited fine or even prison time.
