Heavy rain pounded Toms River on Thursday, causing flash flooding in the seaside town. Dozens of cars were stranded as roads were covered with water. At least 3 inches of rain fell in the afternoon, and the Toms River Office of Emergency Management issued a flash flood warning until 7:45 pm.
