Low Waters Community Group to take over Low Waters Hall

A Hamilton community group have been given the go-ahead to lease a local hall.

Councillors on the housing and technical resources committee today (April 24) approved plans for Low Waters Community Group to take on Low Waters Hall for a period of 20 years.

The hall, which was managed under South Lanarkshire Leisure and Culture until recently, was returned to the council.

An asset transfer was previously made by the Trustees of Clyde Scouts in 2021 and approved, but due to organisational issues, the Scouts have now requested that their interest be transferred to Low Waters Community Group to take on the lease to enable the facility re-opens for community use.

The individuals from the local community that were involved in the previous application from the Trustees of Clyde Scouts are now reconstituted within Low Waters Community Group. The business plan, investment, objectives and operational intentions are also unchanged from the original plan.

Low Waters Community Group is a registered charity, the purpose of the organisation is to provide facilities for community development, recreational facilities, and resources to the residents of Hamilton.

The community group plans to re-open the hall as a community facility, then through their management, develop additional activity. Initially, the use will focus upon accommodation for the Scouts.

Councillor Andrea Cowan (Rutherglen Central and North), welcomed the proposals and praised the local scout group.

She said: “I just really want to welcome this, it’s been a long time coming for this community asset transfer, I believe over five years to get where we are today, I’d just like to see a quick tribute to this Scout Group.

"This is obviously a very popular group and I’m delighted that this is going to go through and I wish them all the best.”

The community group will lease the hall for £825 per year which is a 67 per cent discount of market value.
