Thousands of drivers 'outside London' face fine due to rule 'inside capital'

Transport for London has pocketed millions from EU drivers breaching Ulez rules in the capital. Transport for London uses European Parking Collections to issue and administer fines to vehicles which are registered outside of the UK.

According to a Freedom of Information request, since April 2019 EPC has issued 251,084 penalties on behalf of TfL to vehicles registered in EU member states. 65,986 were given to unique vehicle registrations meaning that some vehicles would have been charged multiple times for breaches.

TfL explained: “The Ulez is not about making money. It will lead to cleaner air while generating ever smaller net revenues, as has been the case with the previous expansion to inner London where people switched to greener vehicles.

“Data shows that more than 95 per cent of vehicles seen in the Ulez on an average day are Ulez compliant.” On its website, TfL explains: "You may be issued with a PCN if your vehicle does not meet ULEZ emissions standards and you are not exempt or registered for a 100% discount.

Your vehicle does not meet the ULEZ emissions standards and you haven't paid the correct charge by midnight on the third day after travelling in the zone. You paid the charge for an incorrect number plate (vehicle registration mark) or incorrect day of travel.

"You paid by post less than 10 days before your date of travel. Both UK and non-UK registered vehicles can get PCNs." It adds: "Remember that the charging hours are from midnight to midnight. So you may get separate PCNs for each charging day that you have driven within the ULEZ.
