Traffic warden seen 'writing ticket' for elderly man slumped motionless inside car

A father has spoken of his shock after he reportedly saw a traffic warden preparing a parking fine for an elderly ‘Alzheimers sufferer’ slumped motionless inside his car.

Raoul Roman-Wilson, a part time actor, was with his 14-year-old daughter in Folkestone, Kent, when he witnessed the traffic warden issuing the ticket.

He said: ‘I thought someone silly had parked on double yellows.

‘Then I saw an old man, probably in his eighties, slumped in the car and the parking attendant still writing out a ticket.

‘I was frustrated and panicked. I was thinking about breaking the window. I tried to find out if the parking attendant had rang an ambulance but he just kept quiet.’

Another passerby rang an ambulance and the police arrived a short time before the man’s family.

Raoul said: ‘The family arrived and the ambulance smashed the window. The family mentioned that the man had Alzheimer’s.

‘It was horrible. I was there from about 6pm – 6.30pm and he was in the car the whole time without a window.

‘Maybe the parking attendant didn’t see him in the car initially because who would do that? Nobody! He was suffering.’

Responding to the criticism, a spokesperson for Shepway District Council confirmed that the parking attendant wasn’t aware of the man inside the vehicle and didn’t issue a ticket.

‘Traffic enforcement officers are trained to call the appropriate emergency services if they find a driver in difficulty’, the spokesperson clarified.

‘In this case, the officer had not initially seen the person in the car and by the time he had, an ambulance had already been called.

‘The parking enforcement officer did not issue a parking ticket and would not do so in a situation like this.’

A South East Coast Ambulance spokesperson added: ‘We were called at around 6pm to reports of a man in need of medical attention in a car near the Guildhall pub.

‘Two ambulances attended the scene and checked him over but he was discharged from our care at the scene.’
