Police were investigating the possibility of arson after at least 19 people died in a building fire in Osaka, Japan, on December 17, broadcaster NHK reported.
This footage, posted to Twitter, shows fire engines at the scene and black tarp covering the windows of several floors of the building in Kita Ward.
